The Vice Chancellor of Human Resources (VCHR) provides executive-level vision, strategy, innovation and leadership for all human resources functions of Antioch University, a national university currently with locations in four states (CA, WA, OH and NH) and a range of onsite, online, or hybrid academic programs and services. The VCHR reports directly to the Chancellor, is a member of the Chancellor’s senior leadership team setting strategic direction for the University and shares accountability for achievement of University strategic goals and objectives in areas of HR administration and oversight, talent acquisition and management, organization development and workplace culture. As an executive-level strategic partner to the Chancellor and Executive Team, the VCHR provides system level leadership that facilitates the development of programs and policies designed to recruit, develop and retain outstanding faculty and staff; demonstrates a commitment to workforce diversity through proven results in recruitment, selection and employee development and promotion; provides direction to develop a culture of professional excellence and accountability; advises the Chancellor and Executive Team on human resource issues; works collaboratively with other executives as well as constituent groups to further the vision of the organization; leads the strategic human resource planning process to identify emerging trends and legislative or legal developments in the areas of labor and employment law which may impact the organization; directs policy development through collaboration with various employee policy groups, other executives, faculty and staff; directs the administration of policies, practices and systems of internal control necessary to comply with federal, state laws and other legal reporting requirements; coordinates the development of appropriate data collection and reporting procedures to ensure adequate information is available for human resource planning; seeks to create a collegial environment for individual employees and employee group representatives throughout the University; and enables the human resources organization to improve the student experience and student success.
HR Oversight, Payroll & Benefits Administration
- Responsible for the overall management of Human Resources, Payroll, and Benefit administration functions for the University.
- With the support of University General Counsel, provides advice and counsel to all supervisors and administrators concerning all employment-related issues including performance matters, reorganizations, reductions in force, employee discipline, complaints of alleged discrimination or workplace harassment, requests for accommodation under the ADA or similar state laws, requests for leave under the FMLA or similar state laws, and is the provides guidance an mentoring to all campus Human Resource Directors or other HR generalists in the areas of employment law, benefit compliance and payroll.
- Conducts investigations into alleged employee misconduct or alleged violations of the University’s policies, such as those related to Title IX, those related to employment discrimination and others.
- Provides support to the General Counsel in responding to any outside, governmental investigations into alleged violations of federal, state or local employment laws or regulations including investigations by the Equal Employment Opportunity Commission, state fair employment practices agencies, the Department of Education or the Department of Justice. Assists in the preparation of statements of position to investigative agencies.
- Provides support to administration, campus and non-campus-based based, General Counsel and outside labor counsel in all matters related to collective bargaining and union contract administration.
- In collaboration with the Vice Chancellor/CFO and outside consultants and brokers, is a member of the University Insurance Committee responsible for securing insurance policies for the university including welfare benefit policies for health, life, and disability, as well as casualty and liability policies for automobile, property, educators risk liability, directors and officers, and fiduciary liability.
- Serves as the plan administrator for the retirement plan and the health and welfare benefit plans.
- Responsible for all benefit plan audit oversight, the annual 5500 filings and ERISA compliance.
- In collaboration with our TIAA representatives, ERISA legal counsel, and other plan consultants, serves as a member of Retirement Plan Oversight Committee responsible for ensuring that the University’s retirement plans are operated in compliance with all ERISA requirements and in a manner that represents best practices.
- Serves as the administrator for the University’s workers ‘compensation and unemployment compensation insurance policies in collaboration with third party administrators and legal counsel.
- Provides education and training for supervisors in regards to union negotiations, supervisor performance evaluation, conflict resolution. Provides wage and hour, employment compliance training Performs all other duties as assigned.
- Manage the human resource and payroll system (Ellucian Colleague) used by all campuses in preparing bi-weekly and monthly payroll services. Supervise the timely issuance of bi-weekly and monthly payrolls and oversee payroll reconciliation for accuracy with approving entries to the general ledger.
- Responsible for tax compliance and timely reporting for multiple local, state, and federal withholdings. Supervise and authorize timely preparation and filing of quarterly 941’s, annual W2’s, 1099R’s and 1042-S reports and forms; complete and submit federal tax form 5500 for the benefits offered by Antioch University.
- Create and provide custom reports to various offices for accounting of payroll and benefits as well as information on employment, hours, sick-vacation accrual.

- Recruit and retain talent in an increasingly competitive market.

- Promote Talent Management – strategic and operational design, implementation, and improvement in training and development for all levels of employees including job specific, managerial, and leadership development.
- Oversee HR training that insures a workplace free from harassment and discrimination that proactively addresses a workplace culture care, equity, and employee thrivability.
- Improve evaluation and career growth opportunities.
Collaborative, Decisive, and Strategic Leadership
- Provide thoughtful strategic leadership as a member of the Chancellor’s senior executive team and other University leadership bodies;
- Build strong collaborative and effective relationships throughout the University
- Make decisions that are timely, informed, evidence-based, and action-oriented amidst a range of options and ambiguities.
- Balance compliance and creativity in finding solutions to human resources issues within the legal framework.
- Achieve and maintain operational consistency in terms of decisions and human resources deliverables.
- Listen, translate, and address diverse needs of multiple constituencies.
- Through collaboration, identify and develop efficiencies across the organization.
- Advise leadership at all levels on anti-racist and pro-inclusive employment practices.
- Provide direct supervision to University HR division, which currently includes the HR/Payroll Associates (4), the Human Recourses Specialist, HRIS/Payroll Associate, Payroll/HR Generalist, and Benefits Administrator; advise managers on employee relations and disciplinary issues.
- Train human resources/payroll staff in relation to software upgrades and new product information and usage. Conduct periodic training sessions in relation to in human resources and payroll practices, changes in employment law, union contract compliance.

- Experience with operating in multiple states with an understanding of nuances of California, Ohio, New Hampshire and/or Washington employment law.
- Senior Professional in Human Resources certification (SPHR).
